That is a small horse. I think the saddle is too large or looks to be too large but that might be all they can get. It makes a nice picture for sure.
Your tropical storm picture reminded me that when we used to visit our son in Florida, that we would run into these storms where it would be raining so hard we had to stop and pull off the road and then it would pass and the water that fell had already disappeared.
