Always wondered what those antennas on the lights are there for.

I think it's a lightning rod

It's to keep birds from landing on the device that detects cars in the intersection, knocking it out of callibration. We no longer have wires in the ground to detect if the light needs to change, these are easier and cheaper to install, callibrate, and maintain.

Both are correct. I first saw them appear in northern Palm Beach county in the late '80 on High power wires and equipment around draw bridges.
